During the entire decade of seventies, Indira Gandhi and her self-appointed heir-apparent son Sanjay Gandhi had accorded a prominent position for Punjabis, both Sikhs and non-Sikhs, in the affairs of New Delhi, both in the Central Government and other Government apparatus:- Pritam Singh Bhinder was the Commissioner of Police in New Delhi who ensured large scale recruitment of Punjabis in New Delhi Police.
